I disagree, the police aren't going to give you "extra credit" for having talked to them face-to-face. Not in today's society, where people are expected to run to the government for help rather than solve their own problems. Heck, the police would probably get on your case for "inciting a volatile situation" by "confronting" them.

I was in a similar situation last year. The bitch who lived above me blasted her music all night and stomped around like a horse. The people in the apartment next to mine let their dogs bark constantly and played video games on a system that literally shook my entire apartment with its subwoofer. This was a trashy, low-rent part of town, and the landlord just shrugged her shoulders and told me her hands were tied every time I complained. I wrote two very friendly letters to both offending tenants about the noise, but it only got worse. I called the police and they came out, but they told me that there wasn't much they could do about a loud neighbor. Bullshit.

I finally wrote a letter to my landlord and told her I was moving out in 30 days due to her refusal to provide a reasonably quiet building for her tenants as stated in my lease. I looked online and found many forums with people making similar complaints. It's a widespread problem because stupid, uneducated, selfish pricks who think they run the world. Even though I still had seven months left on my lease, I refused to stay there because I never got a full night's sleep. I ran an ad on Craigslist seeking a replacement tenant (even though my landlord should have done it) and within a week I had a taker. Fortunately for that person, their deposit check bounced, so the apartment wound up going to a tenant who already lived in the building. I got my full security check back and moved back into my previous apartment complex where I remain to this day. It's quiet, the tenants are reasonably decent, and the manager is a great guy.

There's no reason you should have to endure the sub-human behavior of these parasites who have no respect for other people. Find another place to live, break your lease, and go to court if you have to do it. Your peace of mind is more important than being polite to people who don't deserve it.

Let me rephrase my previous post: There are ways around getting caught for any crime. Happens all the time, I'm not claiming its full proof either. Life is about risks, if he did his homework, and thought really hard, he could increase his chances of getting away with it, regardless of how small they are.
